Winter Road Maintenance

The Public Works Department is responsible for the sanding, salting and plowing of approximately 300 kilometres of municipal roads, with the exception of summer only maintained roads (seasonal). There are six plow routes. Winter control equipment and manpower is available on a continuous basis, 7 days a week, to respond to any winter event. It is the objective of the Public Works Department to conduct its operational activities in an efficient and effective way, so as to provide safe driving conditions on all roads owned and maintained by the Township.

The minimum standard for clearing snow accumulation is:

  • after becoming aware of the fact that the snow accumulation on a roadway is greater than the depth set out in the Minimum Maintenance Standards, to deploy resources as soon as practical to address the accumulation
  • after the snow accumulation has ended, to address the accumulation so as to reduce the snow to a depth less than or equal to the depth set out in the Minimum Maintenance Standards within the time limit set out

The depth threshold for our roadways is 8 cm and the time limit is from 12 to 16 hours according to the minimum maintenance standards.

The minimum standard for treating icy roadways is to deploy resources as soon as practical after becoming aware of the condition or a high probability of the condition, and to treat the roadway within the time set out in the Minimum Maintenance Standards.

Lanark County Winter Road Maintenance

No person shall place, park, stop or stand an object or vehicle or permit a vehicle to remain placed, parked, stopped or stood on any road or in a municipal parking lot between the hours of 11:00 p.m. to 8:00 a.m. from November 1st in any year to April 15th of the following year, both dates inclusive.

No person shall place, park, stop or stand an object or vehicle or permit a vehicle to be placed, parked, stopped or stood on any road so as to interfere in any manner with the work of removing snow or ice there from and in such a manner as to interfere with highway cleaning operations.

My driveway gets filled with snow to great depths every time the plow comes around, but my neighbour across the road gets almost nothing. Can't you take the snow somewhere else?

 One-Way plow casts all snow to the right-hand side.

The snowplow has knocked off my mailbox, what can be done about this?

The Public Works Department will only replace a mailbox if it has been physically hit by the snowplow. Mailboxes hit by snow coming off the plow will not be replaced by the Township. The responsibility for maintaining mailboxes lie with the owner of the box. Please re-attach the mailbox securely to prevent this from happening.

The Township is also not responsible for damages to other privately owned appurtenances that are erected on the Township's rights of way.

The snowplow has dug into my lawn at the front of my property. What are you going to do about it?

Damage to sod will be assessed by the Public Works Department at the owner's request and rectified accordingly.

Can I park my car on the roadway?

Please note that it is an offence to park or stand a vehicle in such a manner as to interfere with the movement of traffic or the clearing of snow from a highway - section 170 of the Highway Traffic Act. As well, the public cannot deposit snow or ice on a roadway (such as clearing your driveway and pushing that snow onto the public road) - section 181 of the Highway Traffic Act.

Why is my road always plowed last?

Tay Valley roads and streets are cleared on a priority basis according to the classification/rating of each road within the Township. This is set out in the Minimum Maintenance Standards for Municipal Highways. For winter operations these regulations specify our patrol frequency and clearance of snow/ice for each class of highway.

Can I plow snow from my driveway onto the Municipal road or its road allowance?

No.  Part X, Section 181 of the Highway Traffic Act states: "No person shall deposit snow or ice on a roadway without the permission of the Ministry or the road authority (Township) responsible for the maintenance of the road".   Please reference Part XV, Section 214 (1), of the Highway Traffic Act enforceable by the Ministry of Transportation.
