Delegations

Council welcomes and encourages members of the public to comment as delegations on matters of interest to them at meetings. 

You may want to discuss your concerns with our staff or your ward councillor prior to registering as a delegation - some issues can be resolved at those levels. Other issues may be outside the Township’s jurisdiction and more appropriately brought before another level of government or public agency.

As a delegation, you have 10 minutes to outline your requests or concerns. Your name and comments will be available publicly.

If you would like to address council on an issue that is not on the current agenda, you must submit your request in writing, advising of the subject matter, the recommended course of action and the reasons for your recommendation. The matter will be placed on the next appropriate agenda.

A written overview of your position or presentation by 10 a.m., ten (10) days in advance of the meeting is required. This ensures it is included in the agenda package, which is provided to councillors prior to the meeting. 

If you are planning to appear as a delegation these tips will help you prepare for your presentation.

  • Prepare in advance by making notes or writing out the text of your presentation - this will help you stick to your key messages
  • Submit a presentation before the meeting - it is helpful for councillors to have your concerns in writing
  • Larger groups are encouraged to select one spokesperson and submit his or her name to the Clerk at the time of the request to appear as a delegation
  • Wait to approach the podium until the meeting chair calls your name
  • Address your remarks to "reeve and members of council" or to "chair and members of council" if you are at a Committee of the Whole meeting
  • Be prepared to answer questions from council
  • The chair will ask you to be seated after all questions are asked
  • Remember that derogatory or inappropriate remarks may constitute slander and could potentially lead to legal action against you. These comments will not be recorded in the meeting minutes and you will not be permitted to continue your presentation
  • Applause, booing or other audible demonstrations of support or opposition are discouraged as they may intimidate others
  • Display the same courtesy and respect to others that you expect to receive
