Council Members

Born and raised in British Columbia, Rob lived in New Brunswick and the National Capital Region before moving to Tay Valley Township in October 2015. He is married to Mary Lou Carroll, a church music director and the piano accompanist for the Tay Valley community choir and Westport's Some Kind of Choir. Between them, Rob and Mary Lou have three daughters.

Rob was first elected to Tay Valley Township Council in October 2018, as a Sherbrooke ward councillor. In October 2022 he was elected Reeve.

In Rob's first four years on Council, he was the Council representative on the board of directors of the Perth & District Union Public Library and chaired the board's Property Committee. Rob was also a member of the Township's Green Energy & Climate Change Working Group.

In November 2018, Rob began creating and publishing Rob's Report, a near-weekly email to interested constituents about Township municipal business covering issues relevant to the quality of life of Tay Valley. By the end of October 2022, Rob had published 180 issues of Rob's Report, and had more than 500 subscribers.

Rob's diverse career has seen him work as a sawmill labourer, a shipper-receiver, a letter carrier, an outdoor education instructor, a researcher, writer, and editor, as a leader of seven not-for-profit organizations (community-based to national), and as a politician. He has worked closely with a wide range of people across Canada, from those struggling in poverty, to accomplished business and community leaders, to distinguished, caring parliamentarians.

Rob is an avid reader, plays piano and guitar, and enjoys hiking, canoeing, snowshoeing, and spending time in wilderness areas. In 2013 he summited Mt. Kilimanjaro, the highest mountain in Africa, to raise money for Outward Bound Canada.

Fred was born at Perth’s Great War Memorial Hospital in 1948. Growing up in Bathurst Ward, he attended a one-room schoolhouse and then the Perth and District Collegiate Institute. After leaving high school, Fred worked as a carpenter for a number of years before earning his diploma and license in general carpentry from St. Lawrence College in Brockville.

In 1974, Fred partnered with his brother to launch their family business, F&N Dobbie General Contractors Ltd. He earned his private pilot license in 1980 as well as a diploma in taxidermy in 1984. After 31 successful years, Fred retired from the family business. Today, F&N Dobbie General Contractors Ltd. has been in operation for 48 years.

Over the years, Fred has been on a number of community councils and committees, including chair of the Tay Valley Recreation Working Group. He also acted as Vice-Chair of the Fire Board in 2017 and Chair in 2018. He felt great pride working on Tay Valley’s 150th and 200th Anniversary Celebrations, and for many years has helped in the fight to keep Glen Tay School open.

In both 2014 and 2018, Fred successfully was elected for council in the Bathurst Ward. In this past election in 2022 Fred was elected Deputy Reeve. With the current term, he hopes to focus on protecting the many lakes, rivers, and streams that contribute to Tay Valley’s diverse habitats. He also hopes to encourage the improvement of roads and the construction of more residential and commercial buildings in the region.

Korrine began her career as a professor at Algonquin College in Nepean but moved on to spend the next 20 years working in the automotive service sector. Having moved around a great deal as a young person, Korrine appreciates all that Tay Valley Township has to offer and is proud to call it home.

On their small farm, Korrine and her husband Wayne operate a rescue shelter for critically endangered Newfoundland Ponies. Over the past five years, they have helped over 75 equines at risk. They also own and manage a pony sanctuary where retired ponies can be cared for with respect and dignity after their years of service to humans.

Passionate about giving back, Korrine has spent the last eight years as an elected board member for the Newfoundland Pony Society. She has also been an active fundraiser for Crohn’s and Colitis Canada. When not tending to her ponies, Korrine offers horse therapy to developmentally handicapped adults and youth, focusing on reframing how we treat these majestic creatures.

As a Councillor for the next four years, Korrine aims to advocate for the residents of Tay Valley Township, listening keenly to the concerns raised by residents. She recognizes the impact that council decisions make on the day-to-day lives of the people of Tay Valley and believes these decisions must reflect the wants and needs of constituents.

Marilyn was born at Great War Memorial Hospital in Perth. Growing up, she attended Glen Tay Public School, and though her family moved around frequently throughout her childhood, they often returned to the Tay Valley region.

After high school, Marilyn attended St. Lawrence College for Hairstyling and Algonquin College for Human Resource Management. When it came time to raise her family, Marilyn made the decision to move back to Tay Valley, where she now lives with her partner whose family has been in the area for four generations.

Throughout her professional career, Marilyn has worked in retail management, Human Resources and promotions. Through this work, she had the opportunity to be a guest on a TV cooking show. Marilyn currently works for a non-profit seniors organization. This work has helped her appreciate the immense needs and vulnerabilities that exist in this demographic.

Marilyn has always had a keen interest in politics. She took her own children to the polls when they were young and had lively debates at the kitchen table. Now that her children are grown, Marilyn is eager to dedicate more time to local politics and give back to the community.

In the current term, Marilyn hopes to focus on the issue of cell and internet service in Tay Valley, which she recognizes is an issue of concern for many people in the region. As a new member of council, Marilyn looks forward to advocating on these issues and working to find solutions that will meet the needs of the people in Tay Valley.

Greg was born and raised in Ottawa and moved to Tay Valley Township 25 years ago. As a young person, he spent many summers at Camp Opemikon on Christie Lake as a camper and staff member.

After high school at Woodroffe High in Ottawa, Greg began his career in the automotive field, then spent the next twenty years working in the telecommunications industry as a technician and operational manager. Since 1999, he has owned and operated a security and telecommunications company.

Greg has eight years of previous experience on Tay Valley Township council, having served in the 2010 and 2014 terms.

This term, Greg will focus on attaining access to strong, dependable high-speed internet and cell phone service in the region, and ensuring Tay Valley residents have access to health care services close to home. Greg hopes to reduce the tax burden through economic development initiatives and aims to serve the community with efficiency and compassion.

Greg believes Tay Valley Township is a wonderful rural place to live, work and play; with a strong sense of community. He and his wife Margot, have four wonderful children and three grandchildren.

Angela was born and raised in Mount Saint Patrick, a small farming hamlet with a rural landscape and close-knit community similar to Tay Valley Township. Growing up, Angela recalls always having neighbours who looked out for each other and a strong desire to help others.

Angela and her family moved to Black Lake in 2002 to be closer to her husband's family, who live throughout Tay Valley.

Angela has spent her career in education, teaching children from kindergarten to grade 12 over the past 22 years. She currently teaches grades 7 and 8.

As councillor for Tay Valley Township, Angela aims to reduce garbage waste by advocating for a composting program and a recycling space for large, reusable, household items at the Stanleyville dump site. She also supports the improvement of township infrastructure, in particular roads and mobile phone towers. And importantly, Angela aims to raise awareness of township issues and inspire more Tay Valley residents to participate in local politics through council meetings.

Angela's keen interest in politics was developed as a child when her father was a council member in her home township. A lifelong advocate for others without a voice, Angela has spoken at several council meetings on a variety of topics over the years and looks forward to representing Tay Valley citizens as Councillor.

Wayne was born and raised in the small rural farming community of Crysler, Ontario. He and his wife began coming to Tay Valley during the summers as seasonal campers at Jordan’s campsite on Christie Lake.

Wayne began his career working as a draftsman, engineering technician and supervisor for the Regional Municipality of Ottawa Carleton in the Traffic Light Department. He spent the last 13 years of his career working at Hydro Ottawa as a System Designer and Project manager.

In 2008 Wayne and his wife bought land on Old Brooke Road, eventually retiring to build their dream home on the property and settling in to enjoy life in Tay Valley.

Wayne sees Tay Valley as a thriving rural community and strongly believes in preserving the existing way of life. He stands against the introduction of bylaws that restrict a resident’s use and enjoyment of their own property.

With inflation at an all-time high, Wayne believes in keeping tax increases at a minimum and maintaining the responsible management of the township budget.

As councillor for Sherbrooke Ward, Wayne is looking forward to bringing a fresh and positive voice to the table and representing his constituents by bringing their opinions, concerns and initiatives to the council members of Tay Valley Township.

Keith Kerr is well known to Tay Valley Township, first being elected to the old North Burgess Township Council back in 1994 and getting elected as Deputy Reeve in 1995. He was elected Mayor of the newly amalgamated Tay Valley Township in 2003, getting re-elected in 2006, followed by acclamations to the position in 2010 and 2014. Keith returns to municipal politics after service as Reeve of Tay Valley for 15 years.

Keith has volunteered with little league baseball in Perth and Westport, was a volunteer firefighter, and served in a Special Forces unit of the Royal Canadian Regiment.

Keith was appointed as Councillor for the Sherbrooke Ward in Tay Valley Township for the remainder of the current term on October 1st, 2024.

Keith stepped up to fill the spot vacated by former Councillor Andrew Kendrick, who resigned from Council in June 2024.
